Construction has officially begun on an exciting new multi-use development in La Crosse, Wisconsin. Located along the scenic Black River, this development is part of the revitalized River Point District, just steps from the city’s vibrant downtown. The site, known for decades as the old “Mobil Oil Site,” is undergoing a significant transformation. Site and utility work began in 2022, with housing construction kicking off in 2023 and 2024.

The Story Behind “War Eagle”
This mixed-use development spans six stories and boasts direct riverfront access in the River Point District. The property’s unique location, where three rivers converge—the Mississippi, Black, and La Crosse Rivers—cannot be replicated.
The development will be named War Eagle in honor of the steamboat that played a significant role during the Civil War. The War Eagle transported the first Minnesota volunteer regiment after President Lincoln’s call for troops, carrying them from St. Paul to La Crosse and Prairie du Chien before they continued their journey by rail to Harrisburg, Pennsylvania. In 1870, the War Eagle tragically caught fire and sank at the confluence of the Black and Mississippi Rivers, where it remains today. This historical landmark will be honored through the building’s name, further tying the development to the region’s rich heritage.
Meeting the Present’s Needs While Preparing for the Future

Designed with Sustainability in Mind
The War Eagle development prioritizes sustainability with features like solar panels on the roof to power hallways, energy-efficient insulation, and recycled cellulose for soundproofing. The building will use Energy Star-rated appliances, windows, HVAC systems, and LED lighting. A portion of the residential parking will be concealed within the building, and include charging outlets for electric and hybrid vehicles.
In addition, a green roof terrace system will help manage stormwater by capturing rainwater for irrigation and promoting evaporation. This system also extends the roof’s lifespan by protecting the membrane, offering better thermal performance, and reducing energy consumption.
